en آسیب شناسی بررسی نظام مدیریت بحران کشور با تاکید بر سوانح طبیعی An Assessment of the National Crisis Management System with Emphasis on Natural Disasters: A SWOT Analysis سایر موارد مرتبط با بحران، حوادث وامدادونجات Other matters related to crisis, disasters and rescue & relief پژوهشي Research article مدیریت اثربخش در سوانح طبیعی، از دغدغه اصلی مدیران و سیاستگذاران دولتهای پاسخگو می باشد، فرضیه این تحقیق بر این است، که مدیریت بحران به عنوان یک زیر سیستم،  از چالشهای متعدد و ضعفهای ساختاری مزمن رنج میبرد، که در نگاه سیستمی ارتباط معناداری با سیستم کلان حکمرانی دارد، با وجود تمام قوانین و نهاد سازیهای که در دو برهه زمانی قبل و بعد از انقلاب انجام شده، هنوز سیستم مدیریت بحران کشور با وضعیت مطلوب فاصله دارد، پاسخ به این سوال که وضعیت موجود نظام مدیریت بحران چگونه است و از چه تهدیدات و ضعفهای بنیادی رنج میبرد، قدم اساسی برای شناخت مشکل تلقی می‌شود؛ پژوهش حاضر با رویکرد بررسی نقاط قوت و ضعف، فرصتها و تهدیدات نظام مدیریت بحران را بصورت کلان نگر، برای یک مقطع سی ساله را با بهره گیری از تئوری سیستم ها مورد توجه قرار داده است. داده های بدست آمده از سه جامعه آماری و برای سه مقطع زمانی مختلف هستند،  مورد تجزیه و تحلیل محتوا به شیوه کیفی با بهره گیری از نرم افزارهای آماری SPSS/AMOS  و همچنین اندازه‌گیری بر پایه توصیف ‌های(Frequencies/Descriptives) و پایایی (Reliability) EFA/CFA (اعتبارسنجی ابعادی)  قرار داده و نتیجه می‌گیرد، عدم هماهنگی و نبود فرماندهی واحد، تمرکز بر پاسخ به جای پیشگیری و پیشبینی  به عنوان ضعف درهر سه مقطع زمانی سی سال گذشته تکرار شده است.   <div style="text-align: justify;">INTRODUCTION: Iran is among the most disaster-prone countries due to its geographical, geological, and climatic conditions, making crisis management a key issue in public policy and development planning. This study aims to provide a comprehensive assessment of the country’s crisis management system, with an emphasis on identifying structural challenges. METHODS: This applied research adopts a mixed-methods approach. Data were collected through semi-structured interviews, a survey of managers and experts involved in the Kermanshah earthquake, and analysis of the National Disaster Management Strategic Document. Qualitative data were analyzed using directed content analysis, quantitative data using SPSS, and findings were integrated within a SWOT framework. FINDINGS: The results demonstrate strong convergence across data sources, indicating that the primary challenges are structural and governance-related. Key weaknesses include the absence of a unified command structure, inadequate inter-organizational coordination, underdeveloped information systems, and an overemphasis on response-oriented strategies. In contrast, strengths include high levels of social capital, active public participation, and valuable operational experience.
