IFRC, RCRC, Movment of Red Cross & Red Crescent etc. پژوهشي Research article <div style="text-align: justify;">مقدمه: قواعد فقهی، با تأکید بر حفظ جان به عنوان ضروریات شرع و نفی ضرر غیرعاقلانه ، همچنین مدیریت تزاحم ، همگرایی قوی با استانداردهای فدراسیون بین المللی صلیب سرخ در مواردی از جمله پیشگیری و حمایت روانی دارد.از سوی دیگر در نظام حقوقی ایران، اگرچه همخوانی‌هایی مانند معافیت اقدامات اضطراری وجود دارد، اما خلأهایی در تمایز حرفه‌ای و داوطلبانه  بودن امدادگر و پوشش روانی مشاهده می‌شود. روش: فلسفه حاکم بر این پژوهش، تفسیرگرایانه-انتقادیبا گرایش کاربردی هنجاری است. دلیل آن این است که پژوهش، صرفاً به مشاهده واقعیت حقوقی موجود اکتفا نمی‌کند، بلکه می‌کوشد از طریق تحلیل متون شرعی، حقوقی و اسنادی، بایدها و الزاماتمطلوب برای نظام ایمنی امدادگران را استنباط کند. یافته : جمع‌بندی روابط نشان می‌دهد که قواعد فقهی، پایه اخلاقی و شرعی فراهم می‌کنند، استانداردهای فدراسیون بین‌المللی صلیب سرخ و هلال احمر ابزارهای عملی و فنی ارائه می‌دهند، و نظام حقوقی ایران چارچوب قانونی و الزامی را تشکیل می‌دهد. همگرایی غالب در اصول نفی ضرر، حفظ جان و اولویت‌بندی است، اما تفاوت‌ها در اجرا، تفسیر و پوشش حمایتی نیاز به اصلاح دارد. نتیجه اینکه این تلفیق نظام‌مند، ایمنی امدادگران را به عنوان سرمایه ملی و بشری تضمین می‌کند، تلفات جانی را کاهش می‌دهد، کارایی عملیات نجات را افزایش می‌بخشد و روحیه ایثار عقلانی را تقویت می‌نماید؛ در نهایت، الگویی جامع برای نظام امدادی ایران ارائه می‌دهد که نه تنها با تعهدات بین‌المللی همخوان است، بلکه ظرفیت صدور به سایر جوامع اسلامی را دارد و عدالت اجتماعی، کرامت انسانی و کارآمدی امدادی در بحرانها را محقق می‌سازد. بحث و نتیجه گیری: از دیدگاه فقهی-حقوقی، این تلفیق، الگویی نظام‌مند برای مدیریت ریسک ارائه می‌دهد که ایمنی را به تکلیف شرعی و حقوقی تبدیل کرده، تلفات را کاهش و ایثار عقلانی را تقویت می‌کند. پیشنهادات کاربردی برای رسیدن به این الگو شامل اصلاح قوانین با افزودن شرط عدم خطر جانی، ادغام فناوری‌های نوین مانند هوش مصنوعی در ارزیابی ریسک، برگزاری مانورهای فقهی-حقوقی، تأسیس مراکز روان‌درمانی تخصصی و ایجاد صندوق جبران خسارت تعریف می گردد. این رویکرد، در همسو نمودن تعهدات کشورها با کنوانسیون‌های ژنو موثر بوده و الگویی برای همه جوامع تعریف می نماید.  </div> <div style="text-align: justify;">INTRODUCTION: Aid workers safety is a key component of disaster management and requires clear jurisprudential, legal, and operational foundations for preserving life and preventing harm. This study aimed to comparatively examine Islamic jurisprudential rules relevant to aid worker safety in relation to the standards of the International Federation of Red Cross and Red Crescent Societies (IFRC) and the Iranian legal system, and to propose a framework for strengthening aid workers protection. METHODS: The study analyzed jurisprudential sources, legal texts, and international guidelines and standards. FINDINGS: The findings showed that Islamic jurisprudential principles, particularly the preservation of life, prevention of harm, and management of competing obligations and interests (tazahum), provide a strong basis for aid workers’ safety. These principles are consistent with IFRC standards on risk prevention, intervention prioritization, and psychological support. The Iranian legal system also recognizes certain protections, including emergency actions. However, legislative gaps remain regarding the distinction between professional and volunteer aid workers, explicit restrictions on intervention under disproportionate risk to life, psychological support, and compensation. Integrating jurisprudential principles, international standards, and domestic legal capacities can strengthen risk management, reduce casualties, improve rescue operations, and promote rational self-sacrifice. CONCLUSION: Legislative reform should emphasize protection against severe and disproportionate risks to life, expand psychological support, establish compensation mechanisms, and use emerging technologies for risk assessment. From a jurisprudential and legal perspective, this integrated approach reinforces safety as both a religious and legal obligation, reduces casualties, and promotes rational self-sacrifice.
