Background: Strategic planning of human resources plays an important role in achieving organizational goals by establishing objectives by mobilizing human resources and human resources development strategies, development of human resources.
Method:This research is applied and descriptive-survey type. It’s statistic society include all Red Crescent staff of north Khorasan that they are 122 individuals. Due to loss of society number, all numerical method is used and all society are selected as sample. For collecting information, library method and field method are used. Gathering data tools are used to evaluate organizational innovation motive of Choupani questionnaire (2011) and to evaluate comm::::union:::: culture organizational, sheykhluee questionnaire is used. Questionnaire credit gained from Cronbach’s alpha coefficient for 3 questionnare in agreement 84%, 84% , 86% . and questionnaire visionary validated via researchers and clear sighted and descriptive statistic and deductive method are used with Pearson, to analysis data, SPPS software, 23rd version is used. Findings:Correlation result between strategic human resources programming and components(recruitment system structural reformation, human sources of system reformation) and gradation of component organizational innovation motive innovation of production, process innovation, official innovation) above organizational comm::::union:::: culture in North Khorasan Red Crescent is in arrangement 84%, 83%, 84%, 86%, 85%, 87%, 88%.
Conclusion:Results show that between strategic human source programming and gradation of organizational innovation motive with organizational participatory culture, there is a positive and meaningful relation between reformation of recruitment system structure and reformation of human source informative system, there is a positive and meaningful relation.
