These centers can be used as an emergency shelter after earthquake too. This study has been performed in one of neighborhoods in west of Tehran in order to evaluating the seismic structural vulnerability of education centers and choosing safe buildings for emergency shelters in earthquake. Methods: In this applied research study, RVS and GIS were used in four steps in order to evaluate the structural resistance of educational centers and distribution of secure training centers for emergency shelter in times of crisis respectively. Data was collected and analyzed by using SWOT. Findings: Despite being this neighborhood in the low-risk area of Tehran, low structural resistance of many educational centers, lack of design regulars and criteria make these centers vulnerable to disasters; therefore, some solutions must be found. Moreover, distribution of safe educational centers is necessary as the emergency shelters. SWOT analysis shows that the strategy situation is contingency. Conclusion: With regard to the importance of educational centers, the vulnerability and functional assessment before earthquake are necessary.
