Hospitals play an important role in disasters. This paper aims to study the preparedness of public and private hospitals in Shiraz dealing with disasters; to investigate and to identify problems and issues comparing current status with standards. Methods: In this cross-sectional study, 15 public and private hospitals were evaluated in Shiraz in 2010. The data was collected by using observation, interview and also a checklist including 10 fields and 220 questions. Then the collected data were analyzed by using SPSS. Findings: Totally, the results are as follows: the average disaster preparedness in the mentioned hospitals was 62/3%; evacuation , transport , traffic, communication and security fields were in the middle level; and emergency services, reception, training, logestics, human resources, commanding and management were in a good average level. Conclusion: Despite having an adequate preparation in the studied hospitals in Shiraz, appropriate measures should be taken to improve some fields such as evacuation, transport, traffic, communication, and security.

Khuzestan is one of the most important border provinces in the country that is highly prone to natural disasters. This research aimed to determine the status of people's participation in Khuzestan to respond to natural disasters from the viewpoints of officials. Method: This study was conducted in four stages. First, the status of the province was evaluated regarding the occurrence of natural disasters. In the second stage, the province situation is addressed from the perspectives of related organizations, institutions and active NGOs in disasters. By using qualitative study and in-depth interviews in the third stage, the officials’ views on how to attract people to participate in confronting natural disasters was collected. In the final stage, after analyzing the obtained results, some strategies are presented in order to use these guidelines and recommendations and also to prevent the probable human casualties and damage in future disasters. Findings: According to the managers' different views about disaster management issues and lack of a common terminology to apply in this field, the process of policy-making, coordination, planning, organizing and training has been undertaken in different ways in the organizations. Also, in the governmental system, the role of people as the most important stakeholders has not been considered appropriately which makes the governments feel more responsible for confronting natural disasters. 84 حمایت روانی در سوانح Analysis of Settlements and Roads Relating with Active Faults in Chaharmahal & Bakhtiari Province Foroughi Mohammad Haydari Najhad Nasim 1 1 2011 2 4 0 0 18 02 2017 18 02 2017 Background: The study of population change indicates that population growth is likely to continue the next quarter century. In addition, many settlements are located in high risk areas. In this study, the province of Chaharmahal & Bakhtiari was evaluated based on two key factors analyzing in recent years: the seismic vulnerability of settlements and roads. Methods: In this research, the earthquake risk zonation was performed by using IDW method (Inverse Distance Weighting), GIS and seismic data in order to evaluate settlements and roads in Chaharmahal & Bakhtiari province. In this analytical-descriptive study, the fault condition was measured by using the neighborhood function. Findings: Considering the high potential of active faults, it is essential to define safe bounds next to the faults. These guidance lines are applicable in urban planning, disaster management, geo sciences in preventing the direct interruption of active faults.Total of 7 cities and 58 villages exposed to the direct risk of faults interruption; also about 1,072,590 km of roads have a very high vulnerability to the faults interruption in the province based on the vulnerable distance to the faults. Conclusion: The results indicate that there is high density of rural settlements and roads in western and northwestern areas; however, however eastern settlements are larger, dispersed and low in number. The progressive development of roads and settlements has significantly increased the potential seismic risk. 85 حمایت روانی در سوانح Investigation of storms in Khorasan province Mahdavi Mohammad m m Professor, PhD in Hydrology, Faculty member of Natural Resources, University of Tehran, Tehran, Iran 1 1 2011 2 4 0 0 18 02 2017 18 02 2017 Introduction: Since there are not many organized search, statistics, and information about understanding storms, the present research aims to study and review the storms in Khorasan province with the target of prevention and preparedness. Methods: Reports of 18 stations were used in this study including reports of synoptic stations in the south of Khorasan, and data of 3 stations in the west of province such as Birjand, Posht Badam and Tabas in 2003. Data of speed and direction of monthly winds were collected in different years of Meteorological Organization since its foundation. The number of dusty days, absolute temperature, and average monthly minimum temperature in stations were also collected and data was analyzed. Findings: Wind speeds in the center of the province were less than northern, eastern, and southwest due to high mountains. According to the studies, the high-speed winds were in different directions but in some directions had higher frequency. Conclusion: The speed of fast winds would cause financial losses and casualties. However, careful planning and training are necessary in order to adequately prepare individual health and care organizations for such events. This paper aims to investigate disaster management planning and related exercises of health organizations in Iran. Methods: A quantitative and cross sectional study were performed and 230 questionnaires were distributed among the health managers about comprehensive planning, operational cards or operational standard plans, business contingency plans and continuity plans. Data was analyzed by using SPSS and various statistical tests. Findings: Contingency plans, business continuity plans and action cards need to be employed although there are comprehensive plans within the organizations. Operational committees of disaster management have not taken appropriate measures to improve the ability and to deal with disasters. Conclusion: In order to improve the national disaster management system, some measures should be taken such as re-engineering the current system, implementing appropriate plans and preparedness, compiling standards and protocols, training staff and regular exercises 87 حمایت روانی در سوانح Relationship Between The Attraction of Participation Methods With Voluntary Activities Among Volunteers of Red Crescent Society of Kohgiluyeh and Boyer-Ahmad in 2010 Davari Kourosh Shojaei Moghaddam Amir Reza Razavi Motlagh Zahra Sadat MA in Educational Management, Red Crescent Society of Kohgiluyeh and Boyer-Ahmad, Iran 1 1 2011 2 4 0 0 18 02 2017 18 02 2017 Introduction: The process of attracting volunteers' participation is different from the past due to the increasing spread of science and technology, so appropriate actions should be taken in order to properly invite people to join voluntary activities. Because this research includes attitudes and practices of volunteers in Red Crescent society of Kohgiluyeh and Boyer-Ahmad in form of volunteer groups, the results can be used for designing appropriate strategies in order to continue to attract public participation. Methods: This descriptive study was done on 400 volunteers in Red Crescent society of Kohgiluyeh and Boyer-Ahmad in 2010. A Likert-style questionnaire was designed by the researchers. The questionnaire was composed of 40 questions. Independent variable namely attraction of public participation included three sub-scale (face to face methods, advertising techniques and making group techniques); and dependent variable, i.e. voluntary activities covered 4 subscales (voluntary activities of support groups, skills groups, participation and also guidance groups).Correlation between these variables was identified. Findings: The results indicated, in view of respondents, there was a significant relationship between participation in voluntary activities with methods of attracting participation by using Qui square Test (p <0/05). Conclusion: The methods of participation have a high impact on voluntary activities. Public participation in voluntary activities can be provided according to each group special conditions, cultural characteristics and facilities both individually and together as a group. 88 حمایت روانی در سوانح Jurisprudential and Legal Survey of Liability or No Liability of First Responders in Road Rescue Operations Zeinalpour Fatahi Zeinolabedin 1 1 2011 2 4 0 0 18 02 2017 18 02 2017 Background: Liability or no liability is a legal challenge for the first responders, they work based on humanitarian principles and may damage victims' cars during rescue operations in roads accidents.This research aims to study liability or no liability of first responders on duty in the road accidents based on Islamic and legal texts. Methods: In this analytical-rational research, some juridical and legal resources are used. Findings: The results show that a basic and clear law is not mentioned on liability or no liability for first responders on duty in the road accidents in which they inevitably may damage the victims' property, especially their cars. Conclusion: According to the juridical and legal reasons, no liability of first responders was proved.
