fa ارزیابی مسیرهای هشت‌گانه راهپیمایی شهر اصفهان با رویکرد برنامه‌ریزی و پدافند غیرعامل شهری Assessment of eight march passes of Isfahan city by planning approach & urban passive defense حمایت روانی در سوانح Psychological support in disasters پژوهشي Research article مقدمه: امروزه برنامه¬ریزی و مدیریت بحران‌های انسانی بر اساس رویکرد پدافند غیرعامل از مهم‌ترین مسائل قابل بحث در شهرها و کلان‌شهرها می¬باشد. بالا بودن تعداد جمعیت در شهرها و گردهمایی آنان در روزهای خاصی از سال باعث می¬شود تا احتمال وقوع بحران‌های انسانی از قبیل انفجار بمب در مسیرهای راهپیمایی، سرقت مسلحانه، شورش‌های شهری و حمله به ارگان‌ها و سازمان‌های مهم افزایش یابد. شهر اصفهان نیز از مهم‌ترین شهرهای ایران است که هر ساله در روزهای خاصی از سال (روز قدس و 22 بهمن) در مسیرهای هشت¬گانه راهپیمایی خود شاهد تجمع عظیمی از جمعیت است. بروز هر گونه حادثه ناگهانی در این مسیرها می¬تواند خسارات و تلفات مالی و جانی زیادی به همراه داشته باشد. به نظر می‌رسد که مسیرهای هشت‌گانه راهپیمایی در شهر اصفهان به منظور کاهش آسیب¬پذیری با رویکرد پدافند غیرعامل نیاز به تجدید نظر دارد. روش‌ها: نوع مطالعه در این پژوهش میدانی و مورد مطالعه مسیرهای هشت¬گانه راهپیمایی شهر اصفهان است. بعد از برداشت میدانی کاربری‌ها و ترسیم توزیع فضایی آنها در نقشه¬های GIS میزان آسیب¬پذیری آنها بر اساس فرمول سطح¬بندی محاسبه و در نهایت با استفاده از مدل راهبردی SWOT راهبردهای پیشنهادی ارائه شده است. یافته¬ها: نتایج پژوهش نشان می¬دهد که مسیر هشتم دارای آسیب‌پذیری بسیار زیاد، مسیر پنجم و ششم دارای آسیب¬پذیری زیاد و مسیرهای اول، دوم، سوم، چهارم و هفتم نیز تا حدودی آسیب¬پذیر هستند. مسیر اول نیز بیشترین سازمان‌های متولی بحران را در خود دارد که به هنگام بحران از میزان کارایی آنها کاسته می¬شود. بانک‌ها و مؤسسات مالی و مراکز تجاری نیز در میان کاربری‌های شهری بیشترین آسیب¬پذیری را به هنگام وقوع بحران دارند و نیاز به مراقبت ویژه دارند. نتیجه¬گیری: به منظور کاهش آسیب¬پذیری ناشی از بحران‌های احتمالی باید مسیرهای اول و ششم به طور کلی عوض شود و چهار قطعه پایانی مسیر هشتم نیز تغییر کند. نصب دوربین مدار بسته در مسیرها، همکاری بین‌سازمانی در برنامه‌ریزی، اجرا و مدیریت راهپیمایی¬ها، عریض¬سازی خیابان‌های تنگ، زمان¬بندی ساعتی و تقویت سازمان‌های مدیریت بحران از مهم‌ترین راهبردهای پیشنهادی برای کاهش بحران در مسیرها است. Introduction: Nowadays, planning and management of human crisis is one of the most important issues in cities and metropolitans ba sed on the passive defense approach. High population in cities and their gathering in special days increase the probability of occurrence of human crises such as bomb explosion in march passes, armed robberies, urban riots and attacks on important organizations and institutes. Isfahan is one of the most important cities of Iran and there is great gatherings of people in special days each year in 8 march passes (such as Qods day, 22nd of Bahman). The occurrence of any sudden incident in these passes can cause financial losses and casualties. It seems that all march passes need to review and assess in order to decrease vulnerability with trend of passive defenses in Isfahan. Methods: In this field study, the eight march passes of Isfahan city were studied. After field study of urban land-uses and GIS maps drawing of their spatial distribution; the vulnerability rate is calculated ba sed on leveling formula; and finally strategies have been proposed using the SWOT strategic model. Findings: According to the results, the eight and then fifth and sixth passes have the most vulnerability and first, second, third, fourth and seventh passes are vulnerable up to a point. First pass has the most institutions and centers responsible for crisis management which their efficiency reduces in the time of crisis. Among all land uses in this field study; banks, financial institutions, commercial and business centers are the most vulnerable that need special care during crisis. Conclusion: In order to reduce vulnerability to potential crises; the first and sixth march passes generally and then four routes of these eight march pass should be changed.
