fa بررسی تطبیقی تغییرات محتوایی و ساختاری پروژه اسفیر در بخش استانداردهای مشترک Comparative analysis of content and structural changes in Sphere project in common standards حمایت روانی در سوانح Psychological support in disasters پژوهشي Research article مقدمه: پروژه اسفیر که چارچوب عملیاتی سازمان‌های بشردوستانه برای فعالیت‌های امدادی در مرحله پاسخگویی سریع به بحران را تشکیل می‌دهد، بر پایه منشور بشردوستانه تدوین شده و در آن حداقل استانداردهای لازم در روند امدادرسانی در بلایا تعیین شده است. این استانداردها در سال 2000 در کتاب راهنمای اسفیر منتشر و در سال‌های 2004 و 2011 بازنگری شدند. پژوهش حاضر با هدف تحلیل تغییرات محتوایی و ساختاری پروژه اسفیر ویرایش‌های 2004 و 2011 و مقایسه آنها در بخش استانداردهای مشترک انجام شده است. روش‌ها: مطالعه حاضر، بررسی مروری است که در بازه زمانی 1990 تا 2013 انجام شده است. حاصل جست‌وجوی 370 مقاله و متن علمی بود که با توجه به معیارهای ورود و خروج، 10 مقاله به عنوان مرتبط¬ترین مقالات و متون علمی به دست آمد. علاوه بر آن تعدادی مقاله دیگر از طریق بررسی مرجع‌ مقالات منطبق با اهداف مطالعه استخراج شدند. این مطالعه در طول مدت دو ماه و توسط نویسندگان مقاله انجام گرفته است. یافته¬ها: گنجاندن اصول محافظت و امنیت از بازماندگان بلایا، لزوم ارتقای اقدامات و فعالیت‌های بشردوستانه و تغییر مفاد قوانین طی سال‌های اخیر از دلایل اصلی بازنگری بوده است. برخی عناوین در ویرایش جدید وجود ندارند یا اینکه اشاره مختصری به آنها شده است؛ نظیر عدالت، پیشگیری از بلایا، موضوعات بهداشت محیط و جنگ شهری. تغییر نام «حداقل استانداردهای مشترک» به «استانداردهای افراد و فرایندها» و تغییر ساختاری و محتوایی آن از 8 استاندارد مشترک به 6 استاندارد محوری از اهم این موارد بازنگری است. نتیجه¬گیری: از تحلیل یافته‌های به دست آمده چنین نتیجه‌گیری می‌شود که هدف از ویراست جدید پروژه اسفیر تغییر استانداردهای کیفی و یا تغییر بنیادین کتاب راهنمای اسفیر نبوده، بلکه هدف روزآمد کردن شاخص¬های کیفی و کمّی و نکات راهنمای ضروری است. در ویرایش جدید، ساختار کلی و یکپارچگی و انسجام متن بهبود یافته است. فصل حداقل استانداردهای محوری برای تمام بخش¬ها در قالب استانداردهای محوری ساختاربندی شده است. در روند پاسخگویی به بحران علاوه بر تأمین حداقل نیازهای پایه جمعیت آسیب‌دیده بر اساس منشور بشردوستانه، بر ایجاد و حفظ امنیت به عنوان پارامتری مهم در روند امدادرسانی توجهی ویژه مبذول شده است. Introduction: The Sphere project, which is the operational framework of humanitarian organizations for relief activities in the rapid response phase of the crisis, is based on the humanitarian charter and sets the minimum necessary standards in disaster relief process. These standards were published in the Sphere Handbook in 2000 and revised in 2004 and 2011. The aim of this study was to analyze the content and structural changes of the Sphere project of 2004 and 2011 editions and compare them in the section of common standards. Methods: This review study is done in 1990 to 2013. The result was a search of 370 articles and scientific texts that were done in two months.  According to the inclusion and exclusion criteria, 10 articles were obtained as the most relevant articles and scientific texts. In addition, a number of other articles were extracted by reviewing the reference articles in accordance with the objectives of the study. Findings: The inclusion of the principles of protection and security of disaster survivors, the need to promote humanitarian actions and activities and change the provisions of the law in recent years have been the main reasons for the review. Some titles did not appear in the new edition or were mentioned briefly such as justice, disaster prevention, environmental health issues and urban warfare. Changing the name of "Common Standards Minimum" to "Individuals and Processes Standards" and the structural and content change from 8 common standards to 6 central standards is one of the most important of these issues. Conclusion: According to the obtained findings, the purpose of the new edition of the Sphere project is not to change the quality standards or to fundamentally change the Sphere manual, but to update the qualitative and quantitative indicators and essential guidelines. In the new edition, the overall structure and integrity of the text has been improved. The chapter on minimum core standards for all sections is structured in the form of core standards.
