fa ارزیابی مراکز درمانی‌- امدادی با استفاده از GIS Evaluation of medical- relief centers along with the design of the geometric network of routes to determine the nearest center and the best path to reach the site of the accident using GIS حمایت روانی در سوانح Psychological support in disasters پژوهشي Research article مقدمه: توزیع غیرمتعادل مراکز درمانی-امدادی هر منطقه شهری در زمان بحران‌ها مشکلات زیادی را به‌ همراه داشته و سبب هدر رفت منابع مادی و انسانی‌شده و همچنین مشکلات شهرنشینی شهروندان را به دنبال دارد. مهم ترین هدف این پژوهش ارزیابی توزیع فضایی مراکز امدادی-درمانی و مکان‌یابی ایجاد مراکز جدید به‌ همراه طراحی شبکه هندسی معابر شهری برای تعیین نزدیک‌ترین مرکز و بهترین مسیر رسیدن به محل حادثه در شهر کرمان می‌باشد. روش: در این تحقیق برای ارزیابی کیفی توزیع فضایی مراکز درمانی-امدادی از ماتریس‌های چهار گانه مطلوبیت، سازگاری، ظرفیت و وابستگی با توجه به ماهیت مکانی معیارهای آنها، استفاده شده است. استخراج معیار‌های ارزیابی مراکز درمانی-امدادی با روش دلفی انجام پذیرفت. این معیارها عبارتند از: معیارهای ماتریس مطلوبیت (مقاومت زمین)، معیارهای ماتریس سازگاری (1- همجواری به کاربری‌های سازگار: پارک‌ها و فضای سبز، زمین‌های باز، مراکز مذهبی و فاصله از معابر اصلی، 2- عدم همجواری با کاربری‌های ناسازگار: صنایع عمده انفجاری مانند پمپ گاز- بنزین و مراکز نظامی)، معیار ماتریس ظرفیت (تراکم جمعیتی) و معیار ماتریس وابستگی شامل فاصله از مراکز درمانی – امدادی موجود. هر کدام از این معیار‌ها بر اساس روش تحلیل سلسله مراتبی معکوس رتبه‌بندی‌شده و سپس در محیط GIS مدلسازی و با به‌کاربردن توابع تحلیلی نقشۀ مکان‌های مناسب ایجاد مراکز درمانی-امدادی شهر کرمان تهیه شد. در نهایت بعد از تعریف پایگاه دادۀ زمین مرجع برای مسیرهای شهری، با طراحی شبکۀ هندسی معابر و تعریف محدودیت‌های مورد نظر برای هر مسیر مانند طول مسیر و وجود چراغ راهنما، با به کار بردن تحلیل‌های شبکه در زمان موردنیاز، به راحتی بهترین مسیر رسیدن نزدیک‌ترین مرکز درمانی-امدادی به محل حادثه تعیین شده است. یافته‌ها: تعداد مراکز درمانی-امدادی موجود در شهر کرمان کافی بود، اما از لحاظ استقرار مکانی (شعاع دسترسی) در وضعیت مناسبی قرار ندارند که با استفاده از تلفیق نقشه‌های حاصل از معیارهای ماتریس مطلوبیت، سازگاری، ظرفیت و وابستگی، بهترین مکان برای احداث مراکز درمانی-امدادی مشخص شد. نتیجه گیری: نتایج حاصل از این تحقیق حاکی از آن است که مکان‌های بسیار مناسب احداث مراکز درمانی-امدادی به‌ترتیب در مناطق2و3 شهر کرمان واقع شده‌اند که در برنامه‌ریزی‌ها باید این مناطق در اولویت قرار گیرند. همچنین تعیین اهمیت نسبی (وزن) معیارها به کمک فرایند سلسله مراتبی معکوس یا IHWP نشان داد، معیار ماتریس مطلوبیت بیشترین اهمیت را دارد و از بین معیارهای مطلوبیت معیار خطر حرکت‌های دامنه‌ای از کمترین اهمیت در تعیین مکان‌های جدید مراکز درمانی- امدادی برخوردارست.   <div style="text-align: justify;">Introduction: Historical textures have become one of the most vulnerable urban textures during the crisis due to the severe physical decay, structural instability, and lack of proper accessibility; therefore, site selection of the crisis management bases is essential for these textures. In this research, site selection of crisis management bases in the historical texture of Shiraz city is investigated. Method: In this applied and descriptive-analytical research, the combination of GIS and FAHP model, the paired comparison of the criteria, the determination of the weight of the criteria, and the provision of the information layers maps has been used for site selection of the bases. In addition, Gogos and Boucher's method have been used in order to calculate the consistency rate in the judgments. Findings: Four criteria were identified as the effective factors in site selection of crisis management bases including physical desirability (grain, stability, land use), accessibility (closeness, straightness, gravity, betweenness and reach/access), adjacency to compatible land uses (green space, health centers, police stations, fire stations) and finally non-adjacency with incompatible land uses (hazardous installations, high-rise buildings). Physical desirability and adjacency with incompatible land uses criteria with the weight of 0/356; then, accessibility measures with the weight of 0/195 and adjacency to compatible land uses with the weight of 0/114 had respectively the most importance in the site selection of the crises management bases. Conclusions: The results showed that because of the lack of desirable accessibility, it is appropriate to consider the accessibility criteria for the site selection of the crisis management bases in the historical textures.
