fa زنان و بلایای طبیعی: آسیب پذیر در سوانح یا توانمند در مدیریت بحران حقوق بشردوستانه Humanitarian laws گزارش کوتاه Short report <p style="text-align: justify;"><span style="color: rgb(34, 34, 34); font-family: Arial, Verdana, sans-serif; font-size: 12px;">شواهد نشان می‌دهد که گروه‌های مختلف جامعه می‌توانند نقش بسیار مهمی در مدیریت سوانح ایفا نمایند. در نتیجه کشورهایی تحت تأثیر آسیب‌پذیری کمتری قرار می‌گیرند که قشرهای مختلف مردم به صورت مستقیم در فعالیت‌های کاهش خطر شرکت نموده و هر یک توانمندی‌های خود برای درک و پاسخ به سوانح مرگبار را به عرضه گذارند. کسب این‌گونه توانمندی‌ها نیاز به آگاهی بیشتر و آمادگی دارد که در نهایت به تاب‌آوری مردم در برابر سوانح می‌انجامد. بنابراین باید نیازها، نگرشها و نقش‌های مختلف مردم در جامعه شناسایی شده تا راه برای ارتقاء روشها و برنامه‌های کاهش خطر سوانح هموارتر گردد. در این راستا، نیاز به همکاری قشرهای گوناگون به‌خصوص زنان است تا دوشادش و همپای مردان در به‌کارگیری و اجرای سیاست‌ها و برنامه‌های مرتبط با سوانح ایفای نقش نمایند. در این مقاله به مقوله زنان و آسیب‌پذیری و قابلیت‌های ویژه آنان در رویارویی با سوانح پرداخته و پیشنهاداتی برای توانمندسازی این قشر از جامعه در رابطه با کاهش خطرپذیری از سوی آنان به صورت مختصر ارائه می‌شود.</span></p> <p style="text-align: justify;">Inttoduction: <span style="color: rgb(34, 34, 34); font-family: Arial, Verdana, sans-serif; font-size: 12px;">Evidence has shown that various groups of the society can play an important role in disaster management. Therefore, countries undergo less vulnerability that various groups of people participate actively in risk reduction activities directly and also display their capabilities to confront and respond to disasters.</span><br style="color: rgb(34, 34, 34); font-family: Arial, Verdana, sans-serif; font-size: 12px;" > <span style="color: rgb(34, 34, 34); font-family: Arial, Verdana, sans-serif; font-size: 12px;">Learning these capabilities require more awareness and preparedness that results in people resilience to disasters.
