Case Study: Preparation and Response of Pre-Hospital Service in the Plasco Fire Accident

Background: Fire accidents had long been one of the most important threats to humankind, which has resulted in the loss of life, mental and physical damage to a large number of people, loss of property and assets, as well as adverse economic effects on governments. In recent years, there have been many fire incidents in the country and one of the most influential events is the Plasco fire accident. This study was conducted to investigate and analyze the preparedness and response of pre-hospital services to the incident.
Method: This is a case study which was conducted in 1395 in two stages. At the initial stage, all the documentation and reports available on news sites and scientific associations, as well as the national report, were extracted and analyzed. In the next stage, the experiences of a number of pre-hospital emergency staff at the time of the incident were extracted through a semi-structured interview.
Finding: According to Tehran's emergency services, the total number of casualties was 235, of which 180 were outpatient treatment and 55 were transferred to the hospital. Of the 55 cases, one case was died and the other injured were discharged after treatment. The most important cause of injury was respiratory problems, and most of the victims were firefighting, and search and rescue workers. The establishment of the pre-hospital staff was not carried out in the safe area and proper personal protective equipment was not used. In addition, the distribution of injuries in health centers has not been appropriate.
Conclusion: In this incident, recalling of forces and equipment was carried out on the basis of objective observations without an accurate assessment. The existence of a traditional and non-scientific approach to estimating the required equipment following an incident, and the lack of a codified instruction in this regard is one of the biggest challenges in the provision of pre-hospital services.
