INTRODUCTION: Establishment of people-centered institutions at the neighborhood level, provision and installation of basic facilities needed for rescue and relief in public places, especially at the level of neighborhood units, as well as training on how to use these facilities in times of crisis is important. The development of a culture of self-help and other relief, as well as holding maneuvers and workshops for public participation are other important measures to improve people's preparedness in the event of an earthquake. The development of people-centered institutions at the neighborhood level, in addition to responding to the crisis, is effective in preventing it, and the role of local councils in this regard is very important. In some developed countries, these institutions are responsible for carrying out some neighborhood development measures, such as improvement and rehabilitation projects. In community-based crisis management, the establishment of crisis management structures at the neighborhood level is emphasized and risk management is extended to all sections of society.
