Introduction: Flood occurrence and river flooding is one of the most important environmental hazards that can lead to severe damage such as mortality and long-term economic and social impacts, which may lead to property destruction, disturbance In the system of communicating and washing agricultural land. The occurrence of the city of Tabriz in the watershed of Lake Urmia, its plain position and the passage of the two main streams of Aji and teapot from the city's texture has caused several ruins of history during the history of devastating floods to take place.
This research, using a descriptive-analytical approach, aims at describing the geographical conditions of the city of Tabriz and analyzing its behavior against urban floods. The selected model is to evaluate the research criteria of the TOPSIS-Fuzzy Model and the selected software ARC GIS 10.3.

Results: After reviewing the research literature in this field, five criteria were selected as the main criteria of the research. Then using the Topsis-Fuzzy model, the distance between positive and negative ideals was determined for the criteria and finally the class Benchmarking criteria were extracted by mapping each of the metrics.
Conclusion: According to the map of the dam that shows the vulnerable areas of Tabriz city against flood risk, 6% of the city's area is very high in the danger zone, which has a population of 91277 people. Including hazardous areas High to Medium Risk It can be said that 33% of the city's urban area is 46% of the city's population at risk of flood, which suggests that flood-prone areas are demographic centers and densely populated areas of the city.
