As the number of houses building accident is more than apartments, so reconstruction old buildings and education about safety with priority of old building is too important. It seems that in some cases people who have done primary action may cause some problems to distinguishers.
Therefore, they must have trained necessary educations and correct action. It sound that type of accident is not main issue, rather thought and interpose with accident and the rate of facilities must be in priority.
