INTRODUCTION: Prevention, mitigation and preparation are the most important aspects of the pre-disaster phase of the disaster management cycle. Therefore, the purpose of presenting this article is to identify patterns for reducing the amount of human presence in the 6th district of Tehran, preventing or mitigating the possible consequences of environmental hazards.
METHOD: In this research, multi-indicator decision-making techniques were used. Using the paired comparison process, the future options to change the pattern of human presence in Region 6 were investigated.
FINDINGS: The findings showed that option A4 (broadcasting activities in time) is the best option with a final score of 0.27, followed by option A5 (change in urban transportation lines in the study area) with a final score of 0.23.
Conclusion: According to the results, in order to prevent and reduce the effects of disasters caused by environmental hazards, mechanisms for decreasing of manpower during special hours should be considered by planners.
